From 2014 to 2020, Carmen gave technical and administrative support to the Executive Directorate of the General Secretariat of SICA, which leads on internal coordination of all regional institutions.

Since 2017 she has developed the function of technical and administrative Secretariat of the Council of Ministers of Foreign Affairs of SICA, developing skills in community law and integration, cooperation and institutional relations of SICA.

Additionally, Carmen has supported the Council of Ministers of Energy of SICA, in the periods 2014 - 2018 and 2021 - present, strengthening the regulatory and institutional frameworks of the Regional Electricity Market, SICA’s energy sector, and ongoing energy sector projects of strategic importance.
